DOE, ERC to build council to monitor power plants, generators

The Department of Energy (DOE) is considering building a reliability council to monitor power plants and generators, Philippine Electricity Market Corp. (PEMC) president Melinda Ocampo said.

The Grid Management Committee (GMC), who oversees the daily operations of the power grid, has asked the Energy Regulatory Commission (ERC) to work on the standards.

“They are considering that and, in fact, [they are] collecting appropriate information to be able to establish the standards,” Ocampo said.

Ocampo said these guidelines would help regulate the operation of power plants and penalize generators with unsatisfactory performances.

However, discussions should be between the DOE, who oversees policy making, and the ERC, who operates the GMC.

“They have to be in talks to harmonize implementation,” Ocampo said.

Ocampo said these benchmarks will let regulators measure the number of times power plants tripped and how much power is lost to customers.

“We’re assuming if they will be able to establish the standards for forced outages, you will be able to measure how much [power is lost] and let customers understand better their rights,” she said.
