The Department of Energy (DOE) has issued the Notice of Auction (NOA) and Terms of Reference (TOR) for the Green Energy Auction (GEA-3).

By promoting competition and transparency, we are ensuring that the Philippines remains at the forefront of the global move towards a cleaner and more sustainable energy future,” said Energy Raphael P.M. Lotilla.
The GEA-3 initiative aims to introduce 4,475 megawatts (MW) of new renewable energy capacity, encompassing both Non-FIT-eligible and FIT-eligible technologies. This expansion is set to contribute to the country’s energy security and promote long-term sustainability in power generation.
According to the Terms of Reference (TOR) geothermal projects are expected to contribute 100 MW of capacity between 2025 and 2027.
Meanwhile, impounding hydropower projects, with a target of 300 MW, and pumped-storage hydropower, aiming for a significant 4,000 MW installation, are both projected to be delivered between 2028 to 2030.
In addition, FIT-eligible projects, such as Run-of-River Hydro, with a 75 MW installation target, are projected to begin delivering capacity from 2027 to 2029.
Both FIT-eligible and Non-FIT-eligible projects will be bound by a 20-year supply agreement, starting from the commercial operation date (COD) of each project.
Qualified suppliers can begin their registration process three working days after the Energy Regulatory Commission (ERC) publishes the Price Determination Methodology (PDM) and the Green Energy Auction Reserve (GEAR) Price.
To participate in GEA-3, suppliers must complete their registration with the DOE by submitting all required documentation as detailed in the TOR.
The GEA Bids Evaluation and Awards Committee will review these submissions, and a list of eligible bidders will be made available on the DOE’s official website ahead of the pre-bid conference.
