DOE registers 44 local energy service companies

A total of 44 Energy Service Companies (ESCOs) have registered with the Department of Energy (DOE), the agency said.

Based on a BusinessMirror report, Energy Usec. Jesus Cristino Posadas said the role of ESCOs is deemed essential especially in the implementation of Republic Act 11285 or the Energy Efficiency and Conservation (EE&C) Act, which was enacted in May 2019.

Posadas also mentioned that the DOE is expecting more ESCO applications, with the 44 registered entities showing their enthusiasm in promoting EE&C projects and practices across the country.

He added that the agency hopes that ESCOs won’t lose sight of having compliant and energy efficient industries that would lead the country to economic recovery. 

Under the EE&C Act, an ESCO is defined as a business that offers multi-technology services and goods towards developing and designing energy efficiency projects, delivering and guaranteeing energy savings, and ensuring cost-effective and optimal performance. 

These provide energy supply and management, energy financing, technical engineering expertise and consultancy, equipment supply, installation, maintenance and upgrade, and monitoring and verification of performance and savings.

The DOE is also finalizing the EE&C Act’s implementing rules and regulations (IRR), which will come in the form of a department circular. Based on the draft IRR, the energy efficiency projects must be certified by the DOE and registered with the Board of Investments (BOI). Projects may include the installation of equipment or systems for new construction facilities, plants or establishments; and retrofit projects that involve the installation of equipment, devices or systems.

The department has already launched an ongoing national information campaign to reach out to Filipinos and encourage them to practice EE&C measures.
