Energy Secretary Raphael P.M. Lotilla has submitted his courtesy resignation, expressing full support for President Ferdinand Marcos Jr.’s directive to recalibrate his Cabinet lineup in the wake of the 2025 midterm elections.
In a statement, Lotilla said his resignation—effective upon the President’s acceptance—was offered to give the Chief Executive a free hand in reorganizing his team for the remainder of the term.
“This is an excellent opportunity to take stock and re-energize our efforts to serve the Filipino people better,” Lotilla said.
He added that the Department of Energy (DOE) has been reviewing both the accomplishments of the administration in the energy sector and the persistent challenges that require urgent solutions. He reaffirmed the DOE’s commitment to realizing a future where energy is accessible, affordable, reliable, resilient, and sustainable.
“With those clear objectives in mind, the Department wishes to assure the public of its uninterrupted services. As directed by the Office of the President, all officials and staff and attached agencies will continue to perform their functions and carry out their duties without let-up,” Lotilla said.
President Marcos called for the courtesy resignations of Cabinet secretaries, citing the need to “realign government with the people’s expectations” after the midterm polls.
“It’s time to realign government with the people’s expectations,” Marcos said in a statement from the Presidential News Desk. “The people have spoken, and they expect results—not politics, not excuses. We hear them, and we will act.”
The courtesy resignations are part of a broader transition toward a performance-driven governance model. The President emphasized that this process is about delivering measurable results—not personalities or politics.
“Those who have delivered and continue to deliver will be recognized. But we cannot afford to be complacent. The time for comfort zones is over,” he said.
The Presidential Communications Office noted that this marks a shift from the initial phase of governance to a more focused strategy anchored on faster execution and a results-first mindset.
