French energy company eyes 3 hydrogen plants in Mindanao

Hydrogène de France (HDF), a French-based green hydrogen technology, has signed three Memorandum of Cooperation (MOCs) to develop Renewstable® hydrogen power plant projects in Surigao del Norte, Agusan del Sur, and Zamboanga City. 

These projects are set to create multi-megawatt power plants capable of generating firm power from intermittent renewable sources like wind and solar by converting them into green hydrogen. This initiative includes the production of electricity on demand from decarbonized hydrogen through HDF’s proprietary HyPower® technology.

In a report by Sunstar, Mathieu Geze, President and Director of HDF Energy Philippines, referred to the endeavor as “Green Stable Electricity,” focusing primarily on renewable resources for energy production. He emphasized the importance of collaboration among stakeholders to secure optimal locations near the grid for the electric cooperatives.

The agreements include information-sharing, stakeholder coordination, and technical validation of HDF’s grid assessment and feasibility studies, essential for the planning and development stages of the projects.

Atty. Rise Faith R. Recabo, Provincial Administrator of Surigao del Norte, described the ongoing electricity challenges, particularly in the Siargao islands, where high power rates and insufficient supply have been problematic, especially with the region’s tourism boom.

Dr. Trisha Goloran, representing Governor Santiago B. Cane, Jr. of Agusan del Sur, noted the intermittent power issues in her province and the potential benefits of the project for future growth, including hosting the Palarong Pambansa in 2026.

ZAMBOECOZONE Chairman and Administrator Raul M. Regondola, DBA, referred to Zamboanga City as the “City of Brownouts,” experiencing multiple daily power interruptions. “We need more projects like this within ZAMBOECOZONE,” he stated.

Geze reassured that the project would rely entirely on clean electricity, predominantly from solar power plants, emphasizing the affordability and simplicity of developing solar energy solutions. 

MinDA Secretary Magno lauded the initiative as a significant national accomplishment, highlighting its potential to enhance Mindanao’s renewable energy infrastructure and reduce carbon emissions.

This collaboration marks a major step towards sustainable energy solutions in Mindanao, promoting the use of advanced hydrogen technology to stabilize and enhance the region’s power supply.
