Mindoro Grip Corp wins bid for MTPP service contract

Mindoro Grip Corp wins the one-year contract of a 650-megawatt (MW) Malaya Thermal Power Plant in Rizal.

Power Sector Assets and Liabilities Management Corp. (PSALM) awarded the contract after Mindoro Grid outbid Soosan ENS Co., Ltd. with P 227 million and P258 million respectively.

The one-year operation and service contract (OMSC) includes day-to-day management and maintenance or repair of the power plant and its equipment.

PSALM managed the Malaya TPP through an OMSC. The current operator of the powerplant is STX Marine Service Co. Ltd; their contract will expire on August 25.

Malaya power plant is located in Pililia, Rizal and it consists of a 300-MW unit with a once-through type of boiler and a 350-MW unit fitted with a conventional boiler.

Korea Electric Power Corp. last rehabilitated it in 1995 under a 15-year rehabilitate-operate-manage-maintain agreement.

The Department of Energy (DOE) designated the Malaya power plant as a Must Run Unit (MRU) in order to address supply deficiency when operating power plants in the grid suddenly bog down or become unavailable.

Until DOE finalizes its privatization schedule, it will operate as an MRU.

The Malaya TPP OMSC has an approved budget of P264 million which will be sourced from PSALM’s 2018 and 2019 Corporate Operating Budgets.
