PNOC to expand solar power in government buildings, seeks additional funding

The Philippine National Oil Company (PNOC) plans to install solar photovoltaic (PV) systems in select government offices as part of the government’s efforts to promote energy efficiency and conservation.

In a report by Manila Bulletin, PNOC Renewables Corporation (PNOC-RC) budget manager Arnel Corona stressed the need for funding to support solar installations for both government agencies as well as local government unit (LGU) buildings. 

Corona added that a number of government agencies lack the necessary budgets to fully participate in the government’s Green Energy Market Program (GEMP) and called for additional funding for solar rooftop installations.

He also outlined PNOC’s plan to install an additional five megawatts (MW) of solar capacity annually and to explore microgrid systems aimed at reducing electricity costs for electric cooperatives, while continuing to pursue other renewable energy projects.

PNOC has already signed contracts with five government agencies, with plans to generate a total of 5.5 MW. The company expects further deals with three more government entities this month, which would bring the capacity to six MW.

In 2025, PNOC is gearing up to add 20 MW of solar capacity to government buildings.

Corona noted that since 2015, PNOC has been leading solar rooftop projects and is recognized by the World Bank as the lead implementing agency for the GEMP.

The sustainability of the project is secured by a 15-year cooperation period, during which solar installations will be implemented across 13 government agencies. PNOC-RC also assured that there are no hidden costs in the project and that the spending of GEMP investments will be conducted responsibly by LGUs and other agencies.

PNOC is seeking a budget of Php 47.6 million for the next fiscal year, with its current approved budget for 2024 at Php 56.7 million.
