5hour Peak Energy gets DOE nod for 100 MWp Caliraya floating solar project

The Department of Energy (DOE) has granted Certificate of Authority (COA) No. SCOA2025-10-107 to 5hour Peak Energy Corp., the solar development arm and first-tier subsidiary of Nexgen Energy Corp., for the development of the 100-megawatt-peak (MWp) Caliraya Lake Floating Solar Photovoltaic Power Plant in Lumban, Laguna.
The certificate allows 5hour to begin reconnaissance and pre-feasibility studies and to secure the necessary permits, certifications, and tenurial instruments for the project. The COA serves as the DOE’s exclusive endorsement for developers seeking to move from concept to contract under the government’s renewable-energy framework.
The Caliraya Lake project forms part of a Floating Solar Energy Operating Contract (SEOC) application earlier filed by 5hour. The DOE issues a COA once such applications are approved but before the SEOC itself is executed, thus granting developers the authority to conduct preliminary activities.
According to the disclosure, the DOE’s approval and subsequent COA issuance follow the provisions of Department Circular No. 2024-06-0018, also known as the Revised Omnibus Guidelines Governing the Award and Administration of Renewable Energy Contracts and Registration of RE Developers.
Under the conditions stated in the COA and the circular, 5hour must complete all required studies, permits, certifications, and other possessory rights within the prescribed timelines. Nexgen said it will continue to support its subsidiary in meeting these requirements and ensuring the project’s successful implementation.
