Former DOE USEC given recognition for offshore wind contributions

Former Department of Energy (DOE) Undersecretary Atty. Jay Layug was honored with the inaugural Raymund Offshore Wind Award by the Philippine offshore wind energy sector for his exceptional leadership and groundbreaking contributions to renewable energy (RE), particularly in offshore wind (OSW) development.

The award celebrates the enduring legacy of Raymund Pascual, Country Manager of BlueFloat Energy, recognizing his steadfast dedication to pioneering the growth of OSW energy in the Philippines.

The Raymund Award acknowledges Layug’s forward-thinking contributions, including authoring the legal framework for the World Bank’s Offshore Wind Roadmap for the Philippines and the United Nations Office for Project Services (UNOPS) Marine Spatial Plan. 

The forthcoming marine spatial plan is designed to identify areas in the Philippines that are eligible for offshore wind projects. This initiative aims to streamline the permitting process for offshore wind (OSW) developments, ensuring alignment with international best practices.

Layug previously highlighted that the framework focuses on addressing gaps and identifying restricted zones in compliance with the National Integrated Protected Areas System (NIPAS).

“If your area is included in, let’s say, a Marine Protected Area, sorry you cannot build there. So your area, your contract area, will be shaved off,” said Layug.

His extensive expertise also extends to providing legal guidance to several prominent offshore wind industry stakeholders, helping to steer the sector toward sustainable growth and innovation.

The award was conferred by key organizations in the offshore wind sector, including the Global Wind Energy Council (GWEC), Pilipinas Offshore Wind Energy Resource, Inc. (POWER), the Wind Energy Developers Association of the Philippines (WEDAP), and BlueFloat Energy.
