Excellent Energy Resources Inc. (EERI) has addressed recent reports of delays at its power plant, confirming that Units 1 and 2, with a combined capacity of 850 MW, are fully operational. The company today issued a statement in response to the Department of Energy’s (DOE) concerns about delays in power supply delivery, which could lead to higher electricity rates.
“EERI’s Units 1 and 2, with a combined generating capacity of 850 MW, have successfully completed the Testing and Commissioning process and been issued the Final Certificate of Approval to Connect (FCATC). These units are already fully operational and can now generate power,” said Yari A. Miralao, President and CEO of EERI. However, Unit 3, with a 425 MW capacity, is still under testing and awaits its FCATC, with resolution targeted by 30 May 2025.
The DOE, in a recent press conference, raised alarms over EERI’s delays in meeting its 1,200 MW Power Supply Agreement (PSA) with Manila Electric Company (Meralco), due by December 2024.
According to the DOE, the Linseed LNG facilities, which supply both EERI and Ilijan Natural Gas Facilities, are delayed until late May 2025 due to incomplete construction of storage units, with the first unit now expected to be operational by that time. This supply gap, compounded by EERI and Ilijan sharing limited LNG resources, forces Meralco to procure more expensive power from the Wholesale Electricity Spot Market, where Meralco’s reliance reached over 33% in January 2025, potentially increasing consumer electricity bills.
The DOE stressed the need for strict Competitive Selection Process (CSP) compliance to ensure timely supply. “The responsibility of contracting at the least cost for the captive customers lies with the distribution utilities,” the official added, urging alignment with updated Power Supply Procurement Plans.
Meralco, supported by the DOE and the National Grid Corporation of the Philippines, is addressing EERI’s delays. “We remain committed to ensuring that the facility can reach full operational capacity at the earliest possible opportunity,” Miralao stated.
