Liberato and Real Join ERC as New Commissioners

The Energy Regulatory Commission (ERC) officially welcomed its two new commissioners, Amante A. Liberato and Paris G. Real, during a flag ceremony held on July 28, 2025 in the ERC Multi-Purpose Hall.

In their respective speeches, both commissioners expressed gratitude for the opportunity to serve and outlined their visions for strengthening regulatory transparency, accountability, and inclusiveness in the energy sector.

Commissioner Liberato highlighted the urgency of reinforcing regulatory systems in response to the country’s ever-growing energy demands. “The ERC holds a critical mandate in securing the integrity of our energy sector- a sector that fuels not only our homes and industries but also our nation’s aspirations for inclusive growth,” he said.

He reaffirmed the Commission’s commitment to excellence and integrity as well as emphasized the importance of open dialogue, stakeholder collaboration, and evidence-based policymaking to ensure reliable and affordable energy access.

Liberato holds a Bachelor of Laws from Far Eastern University and placed fifth in the 1996 Bar Exams. He is also a Certified Public Accountant and previously served in key government posts, including as Regional Director at the Commission on Audit and Deputy Executive Secretary for Finance and Administration at the Office of the President.

Commissioner Real also delivered a personal message, recalling his modest beginnings and framing his appointment as a mission to serve marginalized communities. “We will electrify even the farthest areas of our country,” he said.

He urged unity within the Commission to turn its goals into concrete action. “We have a very laudable mission, we have a very wonderful vision, but all of these are nothing if we won’t implement them. What we have to do is to visualize, internalize, and put them into action. We cannot do that if we will not help each other, if we will not trust each other, if we will not work as one family.”

Real is a litigator, legal educator, and founder of Real & Real Law Offices. A graduate of San Beda University College of Law, he ranked 20th in his class and has actively participated in ERC proceedings prior to his appointment. He is also known for his advocacy on consumer protection, regulatory stability, and legal consistency in energy regulation.
