Lower ancillary, wheeling charges to ease October electric bills

The National Grid Corporation of the Philippines (NGCP) today announced a slight decrease in transmission rates reflected in consumers’ October 2025 electricity bills, citing lower ancillary service and transmission wheeling charges.
Average transmission rates for the September billing period dropped by 1.23% to PHP 1.3998 per kilowatt-hour (kWh), from PHP 1.4171/kWh in August. The decline was mainly driven by reductions in both wheeling and ancillary service (AS) rates.
Transmission wheeling rates—the charge for NGCP’s main function of delivering electricity through the national grid—fell by 0.84%, from PHP 0.5970/kWh in August to PHP 0.5920/kWh in September.
“For the October 2025 electric bill of the end consumers, NGCP charges only 59 centavos per kWh for the delivery of its services,” NGCP said, noting that AS costs still account for the larger portion of transmission charges.
Ancillary service rates, which are pass-through costs paid to power generators to help stabilize supply and demand in the grid, also declined by 1.70% to PHP 0.6546/kWh, from PHP 0.6659/kWh in the previous billing period.
NGCP clarified that it does not earn from ancillary service charges, as these are “remitted directly to generating companies” and the company “does not benefit from any movement in their prices.”
The company said the adjustment reflects ongoing cost movements in the electricity market and aims to ensure fair and transparent transmission billing for end-users.
