Ayala, Aboitiz, San Miguel among 15 firms entering Meralco’s 200-MW renewable baseload bidding

Fifteen power generation companies have qualified to compete for Manila Electric Company’s (Meralco) 200-megawatt (MW) renewable energy baseload requirement, a supply contract that will contribute to the utility’s compliance with the Renewable Portfolio Standards (RPS) starting later this month.

Meralco said the companies took part in the Competitive Selection Process (CSP) after submitting expressions of interest and attending the pre-bid conference held on January 15. 

The bidders include major renewable developers and diversified generation groups with assets across geothermal, hydro, solar, and coal. These include Ayala-led ACEN Corporation; Aboitiz Power’s geothermal arm AP Renewable Energy Corporation; Energy Development Corporation subsidiaries Bac-Man Geothermal Inc. and Green Core Geothermal Inc.; Lopez Group units Energy Development Corporation and First Gen Hydro Power Corporation; and San Miguel Global Power affiliates GNPower Kauswagan Ltd. Co. and GNPower Mariveles Energy Center Ltd. Co.

Also joining the bid are Mariveles Power Generation Corporation, Negros Island Solar Power Inc., SanMar Solar Inc., Sinocalan Solar Power Corporation, and Sual Power Inc., alongside Aboitiz Power subsidiaries Therma Luzon Inc. and Therma Visayas Inc.

According to Meralco, bids are due on February 16, with the resulting Power Supply Agreement (PSA) intended to cover a 200-MW baseload requirement aligned with its RPS obligations beginning January 26, 2026. The contract will still require approval from the Energy Regulatory Commission.

“The strong interest from the participating power generation companies affirms the effectiveness of the CSP as a mechanism for securing sufficient and least-cost supply for our customers,” Meralco Bids and Awards Committee Chairman Lawrence S. Fernandez said. “We look forward to receiving their offers on the Bid Submission Deadline scheduled on February 16.”

The utility noted that the CSP is being conducted under its annual Power Supply Procurement Plan, which has been approved by the Department of Energy, and follows government rules on open and transparent procurement.
