The Department of the Interior and Local Government (DILG) has urged local government units (LGUs) to reduce their electricity and fuel consumption by 10 to 20 percent, as part of intensified government-wide energy conservation efforts amid global supply pressures.
The directive, issued through Memorandum Circular No. 2026-023, aligns with President Ferdinand R. Marcos Jr.’s order for government offices to adopt more aggressive energy-saving practices in response to geopolitical tensions affecting energy markets.
“LGUs can lead by example by adopting simple but effective measures that reduce electricity and fuel consumption. Even small adjustments in daily operations can make a significant difference in achieving our goal of cutting energy use by as much as 20%,” the DILG said.
To meet the target, the circular encourages local governments to adopt alternative work arrangements, including a four-day onsite workweek through compressed schedules or a designated work-from-home day to reduce electricity demand in offices.
It also pushes for wider use of virtual platforms for meetings, seminars, and workshops, except where physical presence is required by law or deemed operationally necessary.
On fuel use, LGUs are instructed to limit official travel to essential activities and strengthen fleet management practices to improve fuel efficiency of government vehicles.
The circular further recommends workplace-level measures such as setting air-conditioning units to 24°C and ensuring that lights and office equipment are switched off when not in use.
Despite the push for conservation, the DILG emphasized that the implementation of these measures should not compromise the delivery of essential public services, particularly in health, public safety, and emergency response.
