ACCIONA Energía taps POWERCHINA for Cebu’s 180 MWp Daanbantayan solar project

ACCIONA Energía has signed an engineering, procurement, and construction (EPC) contract with Power Construction Corporation of China (POWERCHINA) for its 180-megawatt peak (MWp) Daanbantayan solar project in northern Cebu, marking a major construction milestone for what will be the largest photovoltaic plant in the Visayas.
The EPC contracts were signed in Manila on December 16, according to ACCIONA Energía Southeast Asia Managing Director Ignacio Domecq, who confirmed the partnership in a public announcement.
“As the global leader in hydropower and renewable energy infrastructure, POWERCHINA is the ideal partner for this landmark project. This marks the beginning of a strong strategic alliance between ACCIONA Energía and POWERCHINA, and we look forward to the many successes ahead,” he said, noting the year-long preparation behind the deal and signaling that construction activities will now move forward.
Located in Daanbantayan town, the project stems from a public-private partnership (PPP) signed in March 2025 between ACCIONA Energía and the Cebu provincial government, described by the parties as the country’s the first formal PPP of its kind involving a local government unit (LGU) specifically for an energy project, particularly a large-scale solar plant.
With an estimated investment of around USD 120 million, the solar plant is expected to generate about 280 gigawatt-hours (GWh) of electricity annually—enough to meet the power needs of more than 300,000 people. Construction and operations are projected to create a significant number of jobs in Cebu, reinforcing the project’s local economic impact.
POWERCHINA, a global player in hydropower and renewable energy infrastructure, will lead the construction of the facility. The plant is scheduled to begin operations in late 2026.
