Agusan del Norte eyes major RE expansion as DOE pushes unified permitting template

Agusan del Norte is preparing for major renewable energy expansion as local officials explore new permitting measures and capacity additions presented by the Department of Energy (DOE) during a recent provincial engagement. The province is preparing to integrate more than 325 MW of new renewable and storage projects while reinforcing its transmission network to support Mindanao’s growing energy requirements.
During a meeting with the Provincial Government on November 12, the DOE outlined the standardized Local Government Unit (LGU) Ordinance Template for Energy Infrastructure Projects (EIPs), which aims to streamline local permitting and strengthen policy alignment with national energy priorities. Officials discussed ongoing programs, potential revenue benefits for host LGUs, and opportunities for the province to enhance its energy self-sufficiency.
DOE Undersecretary Mylene C. Capongcol said the ordinance model is intended to help LGUs take a more active role in energy planning and ensure smoother project implementation. She stressed Agusan del Norte’s readiness to support the rollout, noting how its leaders are pushing long-term energy security. “Agusan del Norte’s commitment to achieving energy security through innovative, indigenous renewable solutions sets a strong example for the country,” Capongcol said. “By harnessing its local resources, the province is ensuring reliable, accessible, and sustainable power for its people while contributing meaningfully to our national energy goals.”
Local leaders also expressed interest in adopting the Government Energy Management Program (GEMP), which seeks to reduce government energy consumption by at least 10 percent. The installation of solar rooftop systems on provincial buildings, including hospitals and key facilities, is among the proposals being considered.
The DOE noted that Agusan del Norte has already reached 100 percent household electrification and is now shifting toward strengthening energy resilience. The province currently has a 457.97-MW energy development plan supported by integrated water-energy solutions and is preparing to scale up with new wind, hydro, and solar projects. These include 236 MW of wind capacity highlighted by the 200-MW Lake Mainit Wind Power Project, 30 MW of hydropower, and 11.07 MW of committed solar capacity. A planned 48-MW Battery Energy Storage System and seven transmission projects are also being pursued to ensure grid stability.
As part of the engagement, DOE officials conducted a site inspection of the 24.9-MW Lake Mainit Hydroelectric Power Plant in Jabonga, operated by Agusan Power Corporation. The plant supports ANECO with clean power supply while providing flood mitigation benefits that help protect agricultural areas and surrounding communities.
The DOE said the standardized LGU Ordinance Template is a key part of its nationwide initiative, led by Energy Secretary Sharon S. Garin, to harmonize local permitting and strengthen LGU involvement in the energy sector. The ongoing campaign has already reached several provinces – such as Batangas, Pangasinan, Tarlac, and more – since February 2025, with some already adopting their own local energy ordinances.
