Ancillary services push NGCP transmission rates higher in July

Power transmission charges for July 2025 are up by 5.49%, with the increase largely driven by higher Ancillary Services (AS) costs, the National Grid Corporation of the Philippines (NGCP) announced on July 14.

AS rates for the June 2025 billing period rose by 9.32%, from PHP 0.5655/kWh in May to PHP 0.6182/kWh. These rates are passed through to consumers and paid directly to AS providers and the Independent Electricity Market Operator of the Philippines (IEMOP), not to NGCP.

AS refers to power procured to maintain grid stability during imbalances in supply and demand. NGCP clarified it does not profit from AS charges: “NGCP does not earn from AS and does not benefit from the movement in prices.”

The overall average transmission rate for the June billing period increased to PHP 1.2113/kWh from PHP 1.1482/kWh the previous month.

The latest AS cost for Visayas also includes the final installment of a deferred charge from March 2024, which the Energy Regulatory Commission (ERC) had previously postponed.

Meanwhile, NGCP’s own transmission wheeling rate—its charge for delivering electricity—edged up by just 0.39%, from PHP 0.4593/kWh in May to PHP 0.4611/kWh in June.

“For the July 2025 electric bill of the end consumers, NGCP charges only PHP 0.46/kWh for the delivery of its services,” NGCP stated, emphasizing that AS remains the primary driver of transmission-related costs.
