Batangas Positioned for Wind Energy Push as Abacore’s Simlong Energy, PNOC Partner on Feasibility Study

Batangas is set to expand its reputation as an energy hub, with Abacore Capital Holdings, Inc’s Simlong Energy Development Corporation (SEDC) and the Philippine National Oil Company (PNOC) signing a deal to study the province’s wind power potential. The project adds wind to Batangas’ growing portfolio of clean energy, which already includes major LNG terminals and solar developments.

The agreement, disclosed to the Philippine Stock Exchange on September 15, covers 142 hectares of land in Simlong, Batangas City that may be viable for an onshore wind energy project. Under the MOA, the parties will cooperate on a 15-month study to assess wind resources and determine the feasibility of developing a wind farm. The study will include wind assessments, mapping, techno-economic analysis, and forecasting.

PNOC will procure consultants for the study and apply for a Certificate of Authority or Onshore Wind Energy Service Contract with the Department of Energy, as warranted. SEDC has granted PNOC exclusive authority to apply for the service contract for 90 days after study completion and has given PNOC access to the property for activities such as installing equipment, environmental assessments, and community consultations.

Both parties committed to keep the study results confidential and to cooperate in producing documents and data necessary to meet the MOA’s objectives. If the study finds the project viable, SEDC and PNOC may form a special purpose vehicle for development, with PNOC’s study results credited as equity. If PNOC opts not to continue, ownership of the study and related applications will be transferred to SEDC, which will reimburse PNOC for the full costs plus a premium.

In his opening remarks, SEDC and Abacore Chairman Antonio “Tonito” Gregorio described the signing as “a practical and disciplined step forward towards fully developing Abacore’s ABA Energy Hub and further cementing Batangas as the most energetic province in the country.” He stressed the importance of fact-based decision-making, transparency, and sustainable development.

Abacore stated that the disclosure contains forward-looking information and does not guarantee future contracts, obligations, or performance. The company said updates will be provided to the public as developments arise.
