BCDA, CostPlus to pursue renewable and WTE projects in New Clark City

The Bases Conversion and Development Authority (BCDA) has entered into a partnership with Filipino technology firm CostPlus, Inc. to advance renewable energy and waste-to-energy (WTE) initiatives in New Clark City—the planned smart, green, and disaster-resilient metropolis rising in Capas and Bamban, Tarlac, on a former military base.

Under the memorandum of understanding (MOU) signed on October 14, BCDA and CostPlus will conduct feasibility studies for a 5-megawatt solar-powered microgrid system and a 20-metric ton-per-day WTE facility capable of converting solid waste into compressed natural gas (CNG) for public transport use.

BCDA President and CEO Engr. Joshua M. Bingcang said the collaboration reflects the agency’s push to integrate clean energy into the design of its estates. “With partners like CostPlus, we are confident that together we can unlock the full clean energy potential of New Clark City, and show the rest of the country that green development and economic growth can go hand in hand,” he said.

CostPlus President Anand Mahtani said the project underscores BCDA’s goal of “building a city for the sustainable future,” highlighting that the planned WTE facility will not only generate renewable fuel but also produce high-grade fertilizers from waste by-products.

As part of the partnership kickoff, CostPlus donated an electric bus to BCDA to support green mobility efforts in New Clark City and demonstrate the potential of electric transport in reducing emissions.

The initiative was formalized in the presence of Indian Ambassador to the Philippines H.E. Shri Harsh Kumar Jain and BCDA Executive Vice President and COO Atty. Gisela Z. Kalalo.

BCDA said the collaboration with CostPlus aligns with its long-term strategy to develop smart, resilient, and low-carbon infrastructure across its properties, including New Clark City, Clark Freeport Zone, and other redevelopment areas.
