The Bases Conversion and Development Authority (BCDA) is eyeing renewable energy prospects in Poro Point, La Union, as part of efforts to unlock the area’s natural potential for sustainable development.
“We’re looking for this kind of renewable (project) so even in Poro Point… the sunlight there (lasts) the whole day. It’s there being blocked by mountains but it’s an open sea. So we’re also looking for some kind of renewable energy also there,” said BCDA President and Chief Executive Officer Joshua M. Bingcang.
The abundant sunlight and unobstructed coastal exposure make Poro Point a promising location for solar energy and other renewable solutions. BCDA is currently assessing how to best leverage these natural resources to support the country’s energy transition and regional growth.
This initiative aligns with BCDA’s broader vision to integrate renewable energy across its properties, with a goal of sourcing at least 20% of power from renewables as part of its master plan. Bingcang noted that BCDA is seeing continuous interest from renewable energy providers, with ongoing efforts to balance land availability for such projects, including in Poro Point.
Separately, BCDA is exploring development partnerships with South Korean firms for key infrastructure and smart city initiatives. In recent meetings, BCDA officials discussed with Moon Engineering Co. Ltd. the possibility of conducting a feasibility study to upgrade San Fernando Airport, which is located within the Poro Point Freeport Zone. Although unrelated to the renewable energy plans, the proposed airport upgrade aims to improve commercial connectivity in Northern Luzon.

In another meeting, BCDA engaged Jin Systems Co. Ltd. for a potential collaboration in New Clark City under the 2025 K-City Network Smart Solution Demonstration Project. The initiative seeks to pilot smart mobility systems in the emerging metropolis, aligned with BCDA’s goal of transforming New Clark City into a sustainable, future-ready hub.
“These potential partnerships will play a pivotal role in advancing infrastructure and integrating cutting-edge technologies in New Clark City and Poro Point,” Bingcang said.
The latest developments come as BCDA posted a record-breaking Php2.04 billion in dividends to the national government in 2025, a 30.68% increase from the previous year. The remittance, representing 80% of its 2024 net earnings, surpasses requirements under the Dividend Law and Department of Finance targets for government-owned and -controlled corporations.
BCDA also remitted Php3.13 billion in asset disposition proceeds and Php46 million in guarantee fees, bringing total contributions to Php5.21 billion as of mid-May 2025. These resources support national government programs and the modernization of the Armed Forces of the Philippines.
