Boracay Water Launches First Retail Aggregation Program in Visayas

Boracay Island marked a significant milestone in energy reform on May 29, 2025, as Boracay Island Water Company, Inc. (BIWC) became the first participant in the Visayas to implement the Energy Regulatory Commission’s (ERC) Retail Aggregation Program (RAP).

The switch was officialized during a ceremony at Hennan Park, Boracay Island, where ERC Chairperson and CEO Monalisa Dimalanta praised BIWC’s initiative. Accompanied by Atty. Chiara Blanco of the ERC’s Market Operations Service – Contestable Market Division (MOS-CMD), Dimalanta titled Boracay Water as the region’s first “RAP Champion.”

The company, a subsidiary of Manila Water, consolidated the electricity demand of 11 of its water and sewage treatment facilities under the RAP, with support from PrimeRES as its retail electricity supplier.

“This recognition comes with a great responsibility,” Dimalanta said in her address. “It is more than a badge of honor for you. It is, in fact, a call to action: a call on Boracay Water to become a RAP Ambassador in your areas of influence. We hope you will carry this experience forward. Tell your story to other businesses, utilities, and institutions in the region and encourage others in Boracay, in Aklan, and beyond to make the switch.”

The program builds on Manila Water’s earlier transition to RAP in February 2025, which was actually the first in the country. That move followed the ERC’s issuance of Resolution No. 13, Series of 2024, also known as the Omnibus Rules for Customer Choice Programs. The resolution made it possible to access competitive electricity options for consumers and strengthened the framework for retail aggregation.

Through RAP, qualified end-users can combine their electricity demand and negotiate more favorable terms with retail electricity suppliers for their specific needs. This enhances market competition and potentially lowers power costs.

The ERC’s recognition of Boracay Water’s RAP adoption highlights the ongoing efforts to democratize energy access and promote customer choice in the power sector.
