Cagbalete Island set to receive 24/7 power through new hybrid microgrid project

Cagbalete Island in Mauban, Quezon will soon have round-the-clock electricity through a new hybrid microgrid service contract signed by the National Power Corporation (NPC) and Manila Electric Company (Meralco). The agreement covers a system that combines renewable energy, battery storage, and conventional generation to deliver stable power to about 1,200 households and local enterprises.

Energy Secretary Sharon Garin and Undersecretary Rowena Cristina Guevara witnessed the signing. DOE said the contract advances the government’s goal of bringing dependable electricity to remote and off-grid communities.

The DOE said the project marks a significant milestone in government efforts to expand reliable and sustainable power access in remote and off-grid areas. Secretary Garin emphasized that the initiative reflects not only infrastructure development, but also improved opportunities for families in geographically isolated communities. 

“This project is more than just infrastructure, it is about dignity, opportunity, and a fair chance at development for every Filipino family,” she said.

She extended her appreciation to NPC, Meralco, and local partners involved in realizing the microgrid agreement. Garin said the collaboration enables long-awaited progress for residents. “By working together, we are turning Cagbalete’s long-held dream of 24/7 electricity into a concrete and lasting achievement,” she added. 

The Hybrid Microgrid System will combine renewable energy, battery storage, and conventional generation to maintain stable power for homes and local enterprises.

The DOE noted that continuous electricity is expected to enhance public services such as education, health centers, and barangay facilities, while also enabling local livelihoods through improved storage, extended business operations, and better services for visitors. Street lighting and strengthened connectivity are also expected to support public safety and communications across the island.

Secretary Garin said the project directly aligns with the directive of President Ferdinand Marcos Jr. to deliver reliable, affordable, and sustainable energy, especially in geographically disadvantaged areas. She added that the initiative demonstrates the impact of coordinated action. 

“This initiative shows what is possible when government agencies and private sector partners move in the same direction,” she said. “Cagbalete Island is proof that off-grid communities do not have to be left behind.”

The DOE continues to work with NPC, distribution utilities, electric cooperatives, and private proponents to accelerate electrification in off-grid islands through microgrids and other innovative energy solutions.
