Calabarzon urged to expand EV charging network

Clean mobility advocates are calling for the expansion of electric vehicle (EV) charging infrastructure in Calabarzon to support the region’s growing need for sustainable transportation and to align with national energy goals, the Philippine Information Agency reports.
“There is a need to intensify the establishment of charging stations in the region,” said Engr. Ladislao Andal, chairperson of the Regional Development Council’s Sectoral Committee on Infrastructure Development (RDC-SCID). He noted that limited access to EV charging points remains a key barrier to wider EV adoption.
As of March 31, 2025, the Department of Energy reported at least 912 publicly accessible charging stations nationwide, most of which are concentrated in Metro Manila.
Andal emphasized that expanding EV charging access is consistent with the Philippine Energy Plan 2023–2050, which aims to boost the share of renewable energy in the country’s power generation mix to at least 35% by 2030. “This strategy will increase the share of renewable energy by reducing the reliance on fossil fuels, enhance energy security, and decarbonize the transportation sector,” he said.
Calabarzon, a region with numerous manufacturing hubs, logistics centers, and ecozones, stands to benefit from cleaner air and reduced emissions if EV adoption is ramped up.
Currently, EV users in the region mostly rely on charging stations located inside industrial parks, select hotels, and country clubs. “Most clubhouses in golf clubs have installed charging stations,” said Richard Albert Osmond, RDC co-chair and private sector representative.
Clean Air Asia, an international NGO, reported that 9,666 EVs were registered with the Land Transportation Office in 2022, with the majority being two- or three-wheelers used for personal and public transport. However, the group acknowledged that e-bike, e-motorcycle, and e-tricycle registration is not yet fully implemented nationwide—pointing to a possible data gap in assessing EV growth.
