CCC and GGGI Roll Out Floating Solar and Carbon-Neutral Rail Projects

The Climate Change Commission (CCC) and the Global Green Growth Institute (GGGI) are advancing two major renewable energy programs aimed at accelerating the Philippines’ shift toward climate resilience and sustainability.

Funded through the Korea Green New Deal Trust Fund (KGNDF) under the Republic of Korea’s Ministry of Economy and Finance, the initiatives include the development of Floating Solar Photovoltaics (FPV) and a program for carbon-neutral railway transport.

The projects are part of the grander effort to mainstream climate action across Philippine infrastructure and energy sectors. The CCC, as the country’s lead policymaking entity for climate change, is working closely with GGGI to align the programs with national climate goals. Partner agencies include the Department of Energy (DOE), Department of Transportation (DOTr), and the National Irrigation Administration (NIA).

Certain critical milestones have already been reached. On April 29, the CCC hosted the “Renewable Energy Integration and Climate Governance” forum, which brought together stakeholders from various national agencies. The following day, a coordination meeting was held to finalize implementation plans and funding mechanisms.

As part of the FPV project, technical teams from CCC, GGGI, and NIA conducted a feasibility assessment on June 10 at the Bustos Dam in Bulacan, this follows a couple of initial consultations with NIA’s dam planning unit and courtesy visits to the local governments of Bustos and San Rafael. The visits successfully secured support from both the local leaders.

A parallel meeting with the DOE’s Renewable Energy Management Bureau explored policy incentives for renewable developers, which reinforced government backing for the project.

On the same day, discussions with Philippine National Railways (PNR) Chairman Michael Ted Macapagal and DOTr Assistant Secretary Michelle S. De Vera supported the second initiative, enhancing environmental sustainability in the country’s railway system. A strategic planning session at the CCC, led by Commissioner Albert Dela Cruz, reaffirmed the institutional commitment to both projects.

GGGI is delivering technical support that includes pre-feasibility studies, financial modeling, landscape analysis, and capacity-building to ensure effective implementation.

“These projects represent a monumental leap toward a climate-smart Philippines, perfectly aligned with our shared global sustainability goals,” said Kyung Nam Shin of GGGI.

CCC Commissioner Albert Dela Cruz highlighted the long-term impact of the partnership, stating: “This vital partnership with GGGI strengthens our unwavering commitment to mainstreaming climate action across all sectors. It ensures that these transformative renewable energy projects will contribute directly to a resilient and sustainable future for every Filipino.”

The CCC continues to collaborate with local governments, development partners, and the private sector to build a greener, safer, and more climate-resilient Philippines.
