Citicore Solar Pangasinan Inc. (CSPI) has submitted an application to the Energy Regulatory Commission (ERC) to develop a dedicated point-to-point transmission facility for its 90MW Sta. Barbara 1 Solar Power Project in Pangasinan. The proposed facility will connect the solar farm to the National Grid Corporation of the Philippines’ (NGCP) 69-kV Balingueo Substation. CSPI seeks provisional authority to start construction swiftly.

The project includes a plant switchyard and a 500-meter, 69-kV double-circuit transmission line, costing PHP 176.1 million, fully funded by CSPI. “Given the RE Law’s objective to accelerate the development of the country’s renewable energy resources and increase the utilization of renewable energy, it is in the interest of the government to help RE developers such as the Applicant to achieve commerciality and commence operations at the soonest practicable time,” the application stated.

CSPI has also requested confidentiality for its third-party Facilities Study, citing proprietary data.  

The company, a unit of Citicore Renewable Energy Corp. (CREC), has secured necessary permits, including a DOE Solar Energy Operating Contract, an Environmental Compliance Certificate, and a Certificate of Non-Overlap from the National Commission on Indigenous Peoples. It also holds a DOE Certificate of Endorsement for compliance with the Electric Power Industry Reform Act and was a winner in the DOE’s Green Energy Auction Program 2.

The ERC will hold a virtual hearing on May 8, 2025, to assess the application. Stakeholders can submit comments or petitions to intervene by May 3, 2025.
