Congress Backs Bigger 2026 Budget for ERC to Shield Consumers

The Energy Regulatory Commission (ERC) has gained the backing of lawmakers in its call for a higher budget, with members of the House Committee on Appropriations voicing concern over the regulator’s limited resources during the budget hearing held on September 2, 2025.

The committee reviewed the proposed 2026 budgets of the Department of Energy (DOE), ERC, and other attached agencies. ERC Chairperson and CEO Atty. Francis Saturnino C. Juan appeared alongside Commissioners Floresinda G. Baldo-Digal, Marko Romeo L. Fuentes, and Paris G. Real.

Several legislators stressed that while Congress continues to pass laws modernizing the energy sector, the ERC shoulders the bulk of implementation despite operating with persistently constrained funds. They emphasized the urgency of improving the commission’s financial and technical capacity to meet these demands.

Juan welcomed the expressions of support and pointed out that adequate funding is essential for the ERC to perform its regulatory functions effectively. He noted that the commission remains committed to protecting consumer interests and ensuring fair as well as reasonable electricity rates despite its fiscal challenges.

The hearing highlighted a growing recognition of the ERC’s role in safeguarding electricity consumers and overseeing the power industry. Lawmakers indicated that aligning the agency’s budget with its expanding responsibilities is crucial for keeping pace with the country’s evolving energy landscape.
