DOE, 5 cooperatives seal deal to energize nearly 1,500 off-grid homes

The Department of Energy (DOE) has partnered with five electric cooperatives to energize 1,492 households under the first batch of the Locally Funded Project–Total Electrification Program (LFP-TEP) for 2025.

Signed on August 19, the Memorandum of Agreement covers projects in Luzon and Visayas through Aklan Electric Cooperative, Aurora Electric Cooperative, La Union Electric Cooperative, Quezon II Electric Cooperative, and Southern Leyte Electric Cooperative.

The PHP 192.8 million initiative will use both on-grid connections and hybrid microgrid systems with renewable energy components to power unserved and underserved barangays, sitios, and households in far-flung and geographically isolated areas. The National Electrification Administration helped identify recipient sites.

Energy Secretary Sharon S. Garin said the program is aligned with the administration’s drive for full household electrification.

“This signing ceremony not only reflects the government’s resolve to close the electricity access gap but also the vital role of our partners in the distribution sector who are at the frontlines of serving our communities,” she said. “By bringing electricity to our last-mile communities, we are not merely powering homes; we are also empowering dreams, supporting livelihoods, and strengthening the foundations of inclusive growth.”

She stressed that the initiative is part of the country’s long-term energy security plan.

“Total electrification is not just a number to be achieved; it is a social contract that ensures every Filipino, regardless of geography or circumstance, can benefit from the progress our nation is making. Together, we are laying down the energy foundations that will sustain our economy and uplift our people for generations to come.”

More electrification batches under LFP-TEP 2025 are expected within the year, reinforcing the DOE’s vision of “Bawat Bahay Maliwanag.”

What are your thoughts on DOE’s microgrid and hybrid system approach to electrification—will it be enough to close the access gap sustainably?
