The Department of Energy (DOE) has approved Manila Electric Company’s (Meralco) updated 2025 Power Supply Procurement Plan (PSPP), as confirmed in a letter dated April 11, 2025. This approval allows Meralco to source nearly 3,000 MW of power supply through a Competitive Selection Process (CSP) from 2026 to 2032.

Meralco’s plan includes five CSPs to be rolled out this year. For renewable baseload, Meralco will procure 200 MW from January 26, 2026, to January 25, 2030, and 1,426 MW from February 26, 2026, to February 25, 2046, with publications targeted within April 2025. 

For conventional baseload, Meralco will secure 600 MW from February 26, 2028, to February 25, 2043, with publication in May 2025, and 900 MW from February 26, 2030, to February 25, 2045, with publication in September 2025. 

For mid-merit supply, the plan includes 300 MW from February 26, 2028, to February 25, 2043, and 150 MW from February 26, 2029, to February 25, 2044, both with publications in May 2025. 

Further ahead, Meralco will procure 300 MW of baseload from February 26, 2033, to February 25, 2048, with publication in Q2 2031, and 500 MW of renewable mid-merit from February 26, 2032, to February 25, 2052, with publication in Q2 2030.

The plan totals 2,976 MW, with a significant focus on renewable energy (2,126 MW across baseload and mid-merit), aligning with the national goal of 35% renewable energy by 2030. The staggered timeline ensures supply stability and price predictability, balancing renewable and conventional sources to meet the needs of Meralco’s over 8 million customers while adhering to DOE and ERC guidelines for transparent, cost-effective procurement.
