DOE, ERC high-level talks fast-track renewable shift, market reforms

In a targeted high-level coordination meeting, the Department of Energy (DOE) and Energy Regulatory Commission (ERC) convened on October 14, 2025, to synchronize on some of the most pressing reforms in the energy sector, from phasing out diesel plants in off-grid areas to expanding consumer choice and tightening power generation standards.

Held at the ERC’s Ortigas Center office, the meeting brought together DOE Undersecretary Rowena Cristina L. Guevara, ERC Chairperson Atty. Francis Saturnino C. Juan, DOE’s Electric Power Industry Management and Renewable Energy Management bureaus, and all ERC commissioners. 

The agenda tackled critical issues shaping the power sector’s future: transitioning off-grid areas to renewable energy with integrated storage systems, advancing Retail Competition and Open Access (RCOA) to empower consumers, expanding the Green Energy Option Program (GEOP) for sustainable choices, enforcing stricter generator performance standards, and regulating microgrid operations to enhance reliability.

“Both agencies reaffirmed their shared commitment to advancing transparency, efficiency, and consumer protection in the evolving Philippine power landscape,” the DOE and ERC said in a joint statement.
