DOE logs PHP 215K in savings as government cuts energy use

Government energy-saving measures are beginning to deliver results, with the Department of Energy (DOE) reporting sharp declines in electricity and fuel consumption that generated an estimated PHP 215,151 in savings, due to high compliance across 224 spot-checked entities.

The results came from the intensified monitoring and implementation of energy efficiency measures under the Government Energy Management Program (GEMP). 

Data presented during the 23rd Inter-Agency Energy Efficiency and Conservation Committee (IAEECC) meeting showed that electricity consumption dropped from 45,010 kilowatt-hour (kWh) to 34,540 kWh, a reduction of 10,470 kWh or 23.26%, with an equivalent estimated savings of PHP 144,591 through the two monitoring periods which spanned from March 1 to 7 and subsequently March 8 to 14.

Fuel consumption also declined significantly, falling from 2,724.64 liters to 1,841.92 liters, or by 882.72 liters. This is a 32.40% drop, translating to estimated savings of PHP 70,560 over the periods of March 2 to 7 and then March 9 to 14 respectively.

The DOE attributed these reductions to the implementation of enhanced Flexible Work Arrangements (FWA), stricter electricity-saving measures during on-site reporting days, and improved fuel efficiency practices.

The Department earlier reported that spot-checks conducted across 224 government entities yielded an average compliance rate of 86.27%, reflecting broad adherence to mandated energy efficiency and conservation measures.

These efforts are guided by Memorandum Circular No. 114 (Series of 2026) and reinforced by an advisory from the IAEECC, which directs covered agencies to reduce electricity and fuel consumption by 10% to 20%.

At least 1,130 government entities, including government-owned and controlled corporations, state universities and colleges, local government units, and offices in the judiciary and legislative, have adopted flexible work arrangements as part of their energy-saving strategies.

Among local government units, General Santos City recorded a 99% compliance score, equivalent to a five-star rating, while the Quezon City Government achieved a perfect score in implementing the GEMP.

During spot-checks, DOE monitoring teams assessed compliance with measures such as maintaining air-conditioning temperature settings at no lower than 24 degrees, limiting unnecessary use of cooling systems, using energy-efficient lighting and office equipment, practicing fuel-saving for government vehicles, adopting flexible work arrangements, and installing on-site renewable energy systems where feasible.

The DOE emphasized that stricter energy efficiency and conservation measures are critical amidst ongoing tensions in the Middle East, which continue to drive up global oil prices and put stress on domestic markets.

“Energy efficiency is a national priority. Every step we take to reduce unnecessary consumption and strengthen efficiency helps fortify our country against volatility that may begin beyond our shores but is felt by every Filipino household, commuter, worker, and enterprise,” said Energy Secretary Sharon S. Garin.

She added that government institutions must continue to lead by example in promoting responsible energy use.

“On energy efficiency, the government must lead by example with greater discipline and responsibility — setting the standard by showing that conservation can be practiced every day without compromising service to the public,” Garin said.

The DOE said it will publish compliance results of government entities through its official platforms to strengthen transparency and accountability.
