A joint delegation from the Department of Energy (DOE) and the Ministry of Environment, Natural Resources, and Energy (MENRE) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) conducted a technical familiarization visit to major liquefied natural gas (LNG) facilities in Batangas province this week, as part of ongoing capacity-building efforts.
The visit was led by DOE Undersecretary Alessandro O. Sales and MENRE Minister Akmad A. Brahim. It forms part of the DOE’s inclusive energy development strategy, particularly aimed at supporting emerging energy frontiers like BARMM.
The initiative was facilitated by FGEN LNG Corporation and Linseed Field Corporation, operators of the Floating Storage and Regasification Unit (FSRU), the Floating Storage Unit (FSU), and the Onshore Storage and Regasification Facility in Batangas.
During the visit, the delegation was briefed on LNG infrastructure, including its supply chain, safety and operational protocols, and integration into the country’s energy mix. Discussions also covered LNG’s role in the energy transition, energy security, and the promotion of cleaner fuel alternatives.
“This immersive experience is crucial in building our technical foundation,” said Minister Brahim. “As MENRE works towards adapting national frameworks such as the Philippine Downstream Natural Gas Industry Regulation within the Bangsamoro context, this learning opportunity from seasoned industry players will help us make informed policy and operational decisions moving forward.”
The group toured the FSRU, FSU, and the onshore terminal, with technical specialists from both companies conducting walkthroughs of regasification processes, safety systems, and environmental safeguards. The visit also emphasized community engagement and social responsibility in energy infrastructure.
“Empowering our counterparts in BARMM through direct exposure to critical energy infrastructure is a cornerstone of our inclusive energy agenda,” said Undersecretary Sales. “We hope this collaboration strengthens MENRE’s institutional capacity as they develop policies and projects that will benefit the people of the region.”
