DOE Opens Palawan One-Stop-Shop to Speed Up LPG Licensing

LPG retailers, dealers, and gasoline station owners in Palawan can now process their licenses faster as the Department of Energy (DOE) opens a regional One-Stop-Shop from August 11 to 15, 2025.
The initiative, led by the DOE’s Oil Industry Management Bureau (OIMB), will allow same-day issuance of Licenses to Operate (LTO) and Certificates of Compliance (COC) for applicants with complete documentation. Officials say the move will cut the need for industry players from island provinces to travel to the DOE’s central office in Taguig City, thus reducing costs and minimizing disruption to business operations.
“This One-Stop-Shop puts safety and service at the forefront of our work. By delivering services directly to the people, we are strengthening safety standards while helping local enterprises operate more efficiently and competitively. Our goal is clear: safer homes, safer communities, and a stronger local economy,” DOE Undersecretary Alessandro O. Sales said.
The program is part of President Ferdinand R. Marcos Jr.’s directive to bring government services closer to communities, particularly micro, small, and medium enterprises (MSMEs). It also supports compliance with the LPG Industry Regulation Act (LIRA) and DOE rules covering health, safety, security, environmental, and quality standards.
This marks the DOE’s second One-Stop-Shop in Palawan, following a similar project in Puerto Princesa City in 2023. The agency intends to roll out more of these events in other islands and remote provinces to reach underserved areas.
The DOE reminded applicants to prepare complete documentation to qualify for same-day processing and warned that non-compliance with licensing requirements could result in] substantial administrative or criminal penalties. These can include suspension or closure of operations, or permanent disqualification from engaging in LPG and liquid fuels (LF) activities.
As of June 2025, 14,672 LPG facilities nationwide have been issued LTOs, with 288 located in Region IV-B (MIMAROPA), which includes Palawan.
