DOE partners with Siquijor LGU to streamline energy project permitting

The Department of Energy (DOE) has partnered with the provincial government of Siquijor to promote the adoption of a standardized ordinance aimed at simplifying the permitting process for energy infrastructure projects.

In a consultation held on October 29, 2025, DOE Undersecretary Mylene C. Capongcol presented the Local Government Unit Ordinance Template for Energy Infrastructure Projects (EIPs). This template seeks to harmonize local procedures, minimize bureaucratic delays, and ensure faster implementation of energy initiatives across the country.

Capongcol said the initiative is part of the DOE’s ongoing effort to empower local governments to play a greater role in energy development and promote more efficient project rollout. “This collaboration with local governments will allow us to accelerate energy access while ensuring compliance and sustainability,” she said.

Siquijor, currently powered by three diesel plants with a combined capacity of 17.8 megawatts, is also preparing to launch a 4.29-MW solar project that is expected to strengthen the province’s energy resilience and support its growing tourism sector.

During the meeting, DOE officials also discussed key programs such as Energy Regulations 1-94 benefits, the Net Metering Advancement Program, the Lifeline Rate Expansion Program, and solar rooftop adoption to encourage local participation in clean energy.

The DOE noted that similar consultations have been conducted with LGUs in Batangas, Rizal, Ilocos Norte, Iloilo, Pangasinan, Tarlac, Negros Occidental, and Sorsogon as part of a nationwide campaign to streamline energy permitting and advance the country’s goal of energy security and sustainability.
