DOE, PE2 hail BOI approval of PDDC as first CREATE MORE energy efficiency project

The Philippine Energy Efficiency Alliance (PE2) has welcomed the formal recognition of the Philippine DCS Development Corporation (PDDC) as the country’s first Third-Party Project Developer (TPPD)-initiated complex energy efficiency project eligible for fiscal incentives under the CREATE MORE Act.
The recognition, endorsed by the Department of Energy (DOE), was highlighted during rites held at the Palms Country Club in Filinvest City, Alabang, marking what industry leaders described as a milestone for energy efficiency investments in the country.
PDDC is a joint venture between Filinvest Development Corporation and ENGIE Services Philippines. It is the proponent of the Festival Mall district cooling system project, which secured DOE endorsement and BOI registration.
On November 25, 2025, the Board Of Investments (BOI) approved the registration of the project, which involved an investment of around PHP 400 million. The initiative focuses on retrofitting and upgrading a cooling system facility to improve reliability and energy efficiency.
Once completed, the project is expected to reduce energy consumption by 36% annually. This is equivalent to approximately 168 gigawatt-hours (GWh) of energy savings and the avoidance of about 118,040 metric tons of carbon dioxide (CO₂) emissions.
Energy efficiency refers to using less electricity while delivering the same level of service or comfort. For businesses, this can mean lower power bills and more stable operations. On a larger scale, improving energy efficiency reduces the need to build additional power plants and helps cut emissions.
As a TPPD, PDDC undertakes energy efficiency projects on behalf of client companies. It provides the technical expertise and investment capital needed to implement upgrades that deliver long-term savings and environmental benefits.
The approval of the project under the CREATE MORE Act signals government support for complex energy efficiency initiatives and the use of fiscal incentives to encourage private sector investment.
