DOE Taps Private Sector Support for PH Offshore Wind Expansion

The Department of Energy (DOE) has welcomed the commitment of Atlantic, Gulf & Pacific Company of Manila, Inc. (AG&P) to advance the Philippines’ offshore wind (OSW) development. These moves reinforce efforts to transition toward a low-carbon and energy-secure future.
In a letter dated May 23, 2025, AG&P expressed its willingness to provide essential support services for offshore wind deployment. These include port infrastructure, logistics, fabrication, and workforce development. The services mentioned are considered critical in scaling up the country’s OSW capacity.
DOE Undersecretary Giovanni Carlo J. Bacordo, who oversees the offshore wind port development, visited AG&P’s Bauan facility on June 2 to assess the company’s operational readiness and technical capabilities. During the visit, AG&P showcased its high tech solutions for OSW projects, including facilities for pre-assembly, staging, and integration of wind components, as well as fabrication of foundations and floating platforms.
The company also noted its capacity to deliver operations and maintenance (O&M) services, alongside other plans to upskill local labor through specialized workforce development programs.
“We commend AG&P for its proactive engagement and strong commitment to supporting offshore wind development in the country,” said Undersecretary Bacordo. “The private sector plays a vital role in building the infrastructure backbone necessary for this kind of project.”
This program forms part of the DOE’s broader push to enable offshore wind growth by fostering strategic collaborations, streamlining regulations, and enhancing infrastructure planning. It also highly complements the agency’s work with the Philippine Ports Authority and the Department of Transportation (DOTr) to establish dedicated offshore wind ports nationwide.
Through continued cooperation, both from public and private sectors, the DOE aims to position the Philippines as a big offshore wind energy player in Southeast Asia.
