DOE targets full renewable energy for EV charging by 2040

The Department of Energy (DOE) is pushing for renewable energy (RE) integration in the country’s electric vehicle (EV) charging infrastructure, with a long-term goal of reaching 100% renewable-powered charging stations by 2040.
DOE Energy Utilization Management Bureau Director Patrick T. Aquino said this is part of the Comprehensive Roadmap for the Electric Vehicle Industry (CREVI), which outlines infrastructure targets to support the country’s EV transition.
“Sa ilalim po ng ating roadmap, ang goal po natin bago matapos ang dekada, more than 25% ng pinagkukunan ng kuryente na atin pong ginagamit sa electric vehicles ay galing sa renewable energy. By 2040, and target po ay 100% RE po ang magpa-power para sa EV. (Under our roadmap, our goal before the end of the decade, more than 25% of the electricity we use in electric vehicles comes from renewable energy. By 2040, our target is 100% RE will provide power for EVs),” Aquino said during a press briefing ahead of the 13th Philippine Electric Vehicle Summit (PEVS) in Taguig.
He noted that starting September 6, 2025, the DOE Issuance on Charging Infrastructure Development Plan Integration will take effect, aligning with CREVI and giving providers flexibility to source renewable power either onsite or through existing government programs.
The passage of the Electric Vehicle Industry Development Act (EVIDA) in 2022 mandated the inclusion of charging stations in commercial and transport hubs, introduced fleet conversion targets, and provided tax incentives for EV adoption.
Aquino said the government’s roadmap had set an ambitious target of 7,000 charging points by 2020, but progress has been modest, with the current network only a little above 1,000 nationwide.
Industry players are stepping up efforts to expand the country’s EV charging network. In March, the Electric Vehicle Association of the Philippines (EVAP) highlighted the urgency of scaling up charging infrastructure and policy support to meet rising demand.
“A robust charging infrastructure is crucial to build consumer confidence in EVs. That is why we are continuously engaging with both the private sector and the government to accelerate the rollout of charging stations,” EVAP President Edmund Araga said.
The 13th PEVS will be held on October 23-25, 2025, at the SMX Convention Center in Manila, gathering government, industry, and business leaders to advance sustainable mobility in the country.
