DSWD Launches Inclusive Transport Initiative with PWD-Operated E‑Vans

In a move to empower persons with disabilities (PWDs) and promote accessible mobility, the Marcos administration and the Department of Social Welfare and Development (DSWD), has introduced an e‑Shuttle livelihood initiative under the Sustainable Livelihood Program (SLP).
Under President Ferdinand R. Marcos Jr.’s directive to advance “inclusive mobility,” the DSWD has turned over electric shuttle vans to organized PWD associations. Each group received funding of nearly PHP2 million to launch operations
DSWD Secretary Rex Gatchalian, speaking in a press briefing which was reported in a news release by Presidential Communications Office, said that each participating association, which is comprised of around 100–115 PWD members, can generate income of up to PHP30,000 per month by managing the van services themselves
Currently, 20 SLP associations in Metro Manila operate these vans. This benefits about 2,000 individuals
Besides serving as livelihood vehicles, the shuttles are equipped with wheelchair ramps, spacious interiors, and CCTV cameras to ensure safety and accessibility. Initially deployed as corporate shuttles in Taguig’s Bonifacio Global City (BGC), they will soon operate on regular commercial routes starting with Quezon City
The DSWD is working closely with the Department of Transportation to expand the fleet and routes, highlighting the program as part of a broader push to combat discrimination and make public transport PWD-inclusive
