The Energy Regulatory Commission (ERC) has approved the National Grid Corporation of the Philippines’ (NGCP) proposed Pinili 230 kV Substation Project in Ilocos Norte, with a total cost of Php 1.63 billion, according to the agency’s latest regulatory meeting summary.

In a resolution reached during its 1128th Regular Commission Meeting on April 30, 2025, the ERC gave the go-ahead for the project amounting to Php 1,631,413,337.81, while stressing that the amount remains subject to optimization based on actual use and verified expenses.

The Commission also issued additional instructions during the deliberation, although the specific details of these directives were not disclosed in the summary. A formal Notice of Resolution, signed by ERC Chairperson and CEO Monalisa C. Dimalanta is expected to follow.

The Pinili Substation Project forms part of NGCP’s broader capital expenditure program and is one of six infrastructure projects included in its refiled application. The initiative is seen as a step toward strengthening power reliability and grid stability in the northern Luzon region.

The ERC emphasized that project cost recovery will be closely scrutinized to ensure that only prudent and efficient investments will be passed on to electricity consumers.

This decision is part of the commission’s ongoing efforts to streamline approvals for energy infrastructure, while maintaining regulatory oversight to protect consumer interests.
