ERC Approves PHPC Grid Link and PELCO II-Green Atom Biomass Power Deal

The Energy Regulatory Commission (ERC) has approved two key energy initiatives during its 1133rd Regular Commission Meeting held on June 18, 2025. Both projects are to support both grid connectivity for renewable energy and waste-to-energy supply agreements.

In one of its decisions, the Commission authorized Philnew Hydro Power Corporation (PHPC) to develop and operate dedicated point-to-point transmission facilities connecting its 6.9-megawatt Clarin Hydro Electric Power Plant (HEPP) to the National Grid Corporation of the Philippines’ (NGCP) 69-kilovolt Aurora-Ozamis transmission line. The approval is subject to conditions issued during the deliberation. 

The ERC also granted provisional authority to Pampanga II Electric Cooperative, Inc. (PELCO II) and Green Atom Renewable Energy Corporation to implement their Power Supply Agreement (PSA) for biomass waste-to-energy generation. The provisional authority allows both parties to proceed with the PSA while the Commission completes its final evaluation of their compliance with the Competitive Selection Process (CSP), as outlined in Department of Energy Circular DC2023-06-002132 and ERC Resolution No. 16, Series of 2023.

The PSA’s applicable rate will be capped at PHP6.2683 per kilowatt-hour, in accordance with the Green Energy Auction Reserve Price for biomass waste-to-energy technology. 

These approvals reflect the ERC’s continued push to enhance renewable energy integration and support competitive energy procurement across the country.
