ERC clears grid tie for EDC’s Bac-Man battery in USD540M geothermal push

The Energy Regulatory Commission (ERC) has authorized Energy Development Corporation (EDC) to develop and own dedicated point-to-point limited transmission facilities for its ±20 MW Bac-Man Battery Energy Storage System Project, connecting it to the Luzon Grid via a direct link to the 230kV Palayan Binary Switchyard. This approval comes amid EDC’s plans to expand its Bacon-Manito (Bac-Man) geothermal complex by 90 MW at an estimated cost of USD 540 million, with the battery system targeted for commissioning next year.
The decision, finalized during the ERC’s 8th Special Commission Meeting on July 10, 2025, aligns with EDC’s ambitious strategy to fast-track battery storage initiatives in Leyte, Negros, and Bac-Man, aiming to strengthen 24/7 clean power supply and improve grid flexibility. The ERC resolution states that the project is subject to “conditions presented, including comments, modifications, and additional instructions from Commission members during deliberation.”
In the same meeting, the ERC also authorized Laguna Wind Energy Corp. (LWEC) for transmission facilities linking its 160.8 MW Kalayaan 2 WPP to the grid. The Commission also granted provisional authority to Pampanga I Electric Cooperative, Inc. (PELCO I) and Masinloc Power Co. Ltd. (MPCL) for their power supply agreement (PSA), extending similar approvals to 17 other PSAs.
