ERC Conducts Meter Testing in Mindanao Ahead of CREM Rollout

Power PH – ERC Cracks Down on 40 Power Firms for Fuel Cost Transparency Failures

The Energy Regulatory Commission (ERC) has conducted a series of meter testing and calibration tests in Mindanao to prepare contestable customers for their transition to the Competitive Retail Electricity Market (CREM).

The effort, led by the ERC’s Consumer Affairs Service – Mindanao Area Operations Division (CAS-MAOD) under the leadership of Chief Energy Regulation Officer Atty. Arjay Louie Eu B. Cuanan, aligns with the ongoing implementation of Republic Act No. 9136, also known as the Electric Power Industry Reform Act (EPIRA) of 2001.

The ERC teams tested Instrument Transformers and electronic kilowatt-hour meters to assess the accuracy, technical compliance, and market readiness of metering systems used by distribution utilities and their contestable customers.

Participating distribution utilities included:

  • Lanao del Norte Electric Cooperative, Inc. (LANECO), for Gaisano Tubod (April 14–16)
  • Agusan del Norte Electric Cooperative, Inc. (ANECO), for Robinsons Place Butuan (April 22–25)
  • Misamis Oriental I Rural Electric Service Cooperative, Inc. (MORESCO I), for Aboitiz InfraCapital Laguindingan Airport Corporation and Universal Robina Corporation (May 6–9)

The testing work was carried out by Engrs. Angelito R. Tadena and Kim L. Malaki of CAS-MAOD.

Under CREM, qualified end-users are given the freedom to choose their preferred Retail Electricity Supplier (RES), fostering competition in the electricity sector and promoting access to more competitive power rates. The initiative also supports the ERC’s wider goals of promoting renewable energy, energy efficiency, and consumer empowerment.

The ERC reiterated its commitment to advancing Retail Competition and Open Access (RCOA), enhancing market transparency, and ensuring technical reliability in line with its regulatory mandate.
