ERC Greenlights Over 600 MW of Clean Energy Projects to Power Luzon Grid

The Energy Regulatory Commission (ERC) has just approved numerous renewable energy and battery storage projects with the goal of strengthening the Luzon grid, thus supporting the country’s transition to a more resilient and sustainable energy system.

During its 1131st Regular Commission Meeting held on May 28, 2025, the ERC authorized several private energy developers to build dedicated transmission facilities connecting their power projects directly to the grid. The approvals cover over 600 megawatts of clean energy capacity across solar, wind, and battery technologies.

Among the largest initiatives is the 463.995-megawatt Sapang Balen 2 Solar Power Plant in Pampanga, which was developed by Sapang Balen Solar Second Energy Corporation. The project will be connected to the Luzon grid via the Mexico-Concepcion 230 kV line on an interim basis, with a permanent link through the Magalang 230 kV substation of the National Grid Corporation of the Philippines (NGCP).

In Camarines Sur, Cornerstone Energy Development, Inc. received clearance to proceed with the 58.5 MW Camarines Sur Wind Power Project. The facility will connect to the grid through NGCP’s 69 kV Naga–Libmanan transmission line.

The ERC also approved Megasol Energy 1 Inc.’s 41.244 MW Gamu Solar Power Plant in Isabela. The project will connect to the Luzon grid through the 69 kV Gamu-Roxas line. The Commission has instructed NGCP to submit its generation curtailment protocol in relation to the integration of new sources into the grid.

In Laguna, SMGP Power BESS Inc. was authorized to connect a ±60 MW Lumban Battery Energy Storage System (BESS) to the grid through the Lumban 69 kV substation. The project is expected to provide flexible power supply support, improving grid reliability and frequency regulation.

The ERC stated that all approvals are subject to compliance with technical conditions and directives issued during the deliberations. Chairperson and CEO Monalisa C. Dimalanta was authorized to sign the official issuances on behalf of the Commission.

These decisions reflect the ERC’s continued push for energy diversification and resilience, as the country works to meet ever-rising electricity demand while shifting toward more sustainable sources of power.
