ERC, IEMOP flag electricity price risks amid global fuel volatility

The Energy Regulatory Commission (ERC) and the Independent Electricity Market Operator of the Philippines (IEMOP) are actively monitoring how rising global fuel prices could influence electricity costs in the Philippines, using data-driven simulations to anticipate market impacts.

In a March 4 briefing, IEMOP presented scenario analyses showing that escalating tensions in the Middle East could push international coal, oil, and liquefied natural gas (LNG) prices higher. These movements, in turn, may translate to elevated Wholesale Electricity Spot Market (WESM) rates as generators pass on increased fuel costs.

“This is part of our proactive approach,” ERC Chairperson and CEO Atty. Francis Saturnino C. Juan said. “We conduct stress tests to understand possible risks early and ensure that consumer protection mechanisms are in place should global fuel volatility persist.”

IEMOP’s simulations factored in potential fuel price spikes and generation outages, highlighting scenarios where WESM clearing prices could rise if supply tightens. The Philippine power sector’s dependence on coal and LNG makes it particularly sensitive to international price swings, a concern amplified by geopolitical tensions around the Strait of Hormuz—a key route for one-fifth of global oil and LNG shipments.

ERC emphasized that regulatory safeguards, including the Secondary Price Cap (SPC) mechanism, remain operational to mitigate extreme price surges. Market operators are required to closely monitor trading behavior and report anomalies, preventing undue market manipulation during periods of volatility.

“Our priority is to protect consumers from undue price volatility while ensuring a stable and reliable power supply,” Juan added. “Preparedness remains important given the Philippines’ exposure to global energy markets.”

The Commission said it will continue coordinating with market operators and industry stakeholders to assess and respond to potential price impacts.
