ERC maps regulatory roadmap for a just energy transition at Power Trends 2025

The Energy Regulatory Commission (ERC) is moving forward on its agenda to support the Philippines’ renewable energy transition, marking significant progress with updates to the net-metering program and other market reforms. The latest developments were highlighted during the Power Trends 2025 forum on 02 October.

Speaking at the event, Market Operations Service Director Sharon O. Montañer presented the Commission’s “Rules, Risks, and Road Ahead: ERC’s Vision for the Shifting Energy Map.” She outlined reforms designed to strengthen competition in the retail electricity market while accelerating renewable energy adoption.

Central to these efforts is the 2025 Amended Rules Enabling the Net-Metering Program for Renewable Energy, which Montañer described as a “key step” toward a cleaner and more consumer-driven power sector. The rules make it easier for households and businesses to generate their own electricity and feed excess power back to the grid — a move that could expand renewable energy access while enhancing grid resilience.

Montañer also cited other progress measures, including the Omnibus Rules of the Customer Choice Program, Revised Rules for Issuing Certificates of Compliance (COC), and Revised Competitive Selection Process (CSP) Guidelines. She noted that landmark resolutions such as the Guidelines for the Collection and Disbursement of the Green Energy Auction Allowance (GEA-All) and the adoption of the ERC Alternative Dispute Resolution (ADR) Policy further strengthen the regulatory framework.

“These reforms reflect the ERC’s proactive approach to supporting the country’s energy transition,” Montañer said. “The ERC stands ready to fulfill its role—not as a passive referee, but as an active regulator committed to fairness, transparency, and consumer protection. Together, we can turn today’s risks into tomorrow’s opportunities.”
