ERC Outlines Regulatory Strategies to Ensure Fair Power Rates

The Energy Regulatory Commission (ERC) has briefed the House Committee on Energy on its key priorities and regulatory strategies under the leadership of Chairperson and CEO Atty. Francis Saturnino C. Juan, emphasizing fair rates, consumer protection, and a stable investment climate for the Philippine power industry.

In a presentation before the House Committee on Energy on August 18, Juan, together with ERC officials, detailed the Commission’s strategy for ensuring transparency and accountability in the sector. The committee is chaired by Palawan 2nd District Representative Jose Chaves Alvarez.

Juan said the ERC will focus on five core areas: fair and evidence-based rate setting, timely resolution of cases, strong oversight to promote competition, maintaining a stable regulatory environment to attract investments, and building a more proactive and consumer-focused Commission.

Reiterating his commitment to proactive regulation, Juan noted, “We will not wait for problems to arise-we will engage stakeholders early, anticipate challenges, and craft rules that are responsive to the needs of both the industry and the public. Our goal is simple: to keep the lights on, the prices fair, and the service reliable.”

As the ERC takes on these initiatives, the central question remains: how will these reforms translate into fairer prices and more reliable service for Filipino consumers?
