ERC takes up NGCP ancillary deals, utility CapEx cases

The Energy Regulatory Commission (ERC) reviewed the National Grid Corporation of the Philippines’ (NGCP) ancillary service agreements in its 9th Open Commission Meeting on October 2, highlighting their importance in strengthening grid reliability and preventing blackouts.
The session at the ERC’s Pasig City office was led by Chairperson and CEO Atty. Francis Saturnino C. Juan, with Commissioners Floresinda G. Baldo-Digal, Marko Romeo L. Fuentes, Amante A. Liberato, and Paris G. Real in attendance.
Ancillary Services Procurement Agreements (ASPAs) cover reserves for sudden outages, voltage control, and rapid restoration after system disturbances. The ERC stressed that timely approval of these deals is essential to ensure reliable power supply.
The Commission also deliberated on capital expenditure (CapEx) applications, including the purchase of new equipment, emergency transformer replacements, and petitions for rate adjustments. Utilities were reminded to submit complete and updated financial data to ensure that approved charges remain fair, transparent, and reflective of actual costs.
The Commission reaffirmed its commitment to expedite rulings on pending cases. “We will continue to uphold transparency and ensure that consumers are charged only just and reasonable rates,” ERC said.
