ERC to Hear Citicore’s PHP 37-M Tuy Solar Link Proposal

Citicore Solar Batangas 2, Inc. (CSBat2I) has filed an application with the Energy Regulatory Commission (ERC) seeking approval to develop and own a dedicated transmission line that will connect its 75-megawatt (MW) Bolbok 2 Solar Power Project to the Luzon power grid.
In an order dated June 25, 2025, the ERC confirmed that CSBat2I’s application was found sufficient in form and has been scheduled for a virtual hearing on August 7, 2025.
The proposed facility, known as a point-to-point connection, will link the solar plant in Barangay Bolbok, Tuy, Batangas, to the National Grid Corporation of the Philippines’ (NGCP) 69-kilovolt Tuy Substation. The company said this is the most viable connection option and emphasized that the PHP 37.2-million project will be funded entirely by CSBat2I.
The solar project has been granted a Certificate of Endorsement for Point-to-Point (COE-P2P) by the DOE and a Certificate of Energy Project of National Significance (CEPNS).
CSBat2I was also named a winning bidder under the Green Energy Auction Program 2 (GEA-2), which seeks to fast-track renewable energy deployment. The company is now seeking provisional authority from the ERC to begin construction of the transmission facility even as the full approval process is ongoing.
CSBat2I has already secured key permits for the solar project, including an Environmental Compliance Certificate from the DENR and a Certificate of Non-Overlap from the National Commission on Indigenous Peoples (NCIP).
The ERC has directed CSBat2I to notify affected communities, publish the hearing notice, and coordinate with relevant government bodies, including the NGCP.
