First Gen’s Energy Development Corporation (EDC) has remitted PHP 31.9 million to Leyte V Electric Cooperative Inc. (LEYECO V) under the Department of Energy’s (DOE) ER 1-94 program, reinforcing efforts to improve the province’s power distribution structure.
The turnover ceremony happened last December 19, 2025 at LEYECO V’s main office in Ormoc City. Present were First Gen-EDC officials led by Engr. Estanislao Pialago Jr., Leyte site head and head of facility operations, alongside Engr. Andy Durog, head of Leyte site support shared services, and Jennifer Wenceslao, head of the Leyte corporate relations department.
The remittance forms part of First Gen-EDC’s commitment under the DOE’s ER 1-94 program which allows host communities and distribution utilities to directly acquire a share of revenues from renewable energy projects.
The goal of the funds is to improve the financial capabilities of electric cooperatives so that they can better facilitate upgrades to infrastructure, service delivery, and service quality in the area.
As the beneficiary, LEYECO V announced that it will allocate the PHP 31.9 million to operational improvements and system upgrades aimed at delivering electricity more efficiently and reliably to all of Leyte.
Leyte hosts major geothermal operations operated by EDC, making local electric cooperatives eligible for revenue-sharing mechanisms under ER 1-94.
The latest remittance highlights the continuing role of renewable energy revenues in supporting local distribution utilities and reinforcing partnerships between generation companies and host communities.
How effectively can ER 1-94 remittances translate into tangible reliability improvements for consumers in host provinces?
