The Global Wind Energy Council (GWEC) has hailed the outcome of the Department of Energy’s (DOE) fourth Green Energy Auction (GEA-4), saying the more than 2.2 gigawatts (GW) of onshore wind projects awarded signals growing strength in the Philippine wind sector.
“With onshore wind now firmly part of the mix, this auction marks a major step forward in diversifying and scaling the country’s clean energy supply. It underscores the Philippines’ strong momentum toward a sustainable and resilient energy future,” said Ann Margret Francisco, GWEC’s Country Manager for the Philippines.
The DOE said the GEA-4 round held on September 2 secured over 9.4 GW of renewable energy capacity for delivery between 2026 and 2029. The auction also awarded projects in ground-mounted, rooftop and floating solar, as well as Integrated Renewable Energy & Storage Systems (IRESS).
GEA-4 preliminary results show onshore wind projects with over 2.2 gigawatts (GW) of capacity were awarded–spread across 11 developers, including Envision Energy Philippines Corporation, Econergy Renewable Power Philippines Inc., Quezon Wind Energy Corp., Atimonan Windkraft Corporation, Ilosong Wind Corp., San Nicolas Wind Corp., Caraga Wind Energy Corporation, Laguna Wind Energy Corp., CleanTech Global Renewables Inc., Wind Renewable Energy Corporation, and MC Project Solutions Inc.
Awards remain subject to post-auction requirements such as performance bonds and system impact studies before they are finalized.
Onshore wind has been part of previous green energy auctions—374 MW in GEA-1 (2022) and 1,462 MW in GEA-2 (2023)—but was absent in GEA-3, which focused on hydro and geothermal. GEA-4 thus marked its return to the program at a much larger scale.
GWEC said it is looking forward to the upcoming GEA-5, which will open bidding for fixed-bottom offshore wind.
The Council will be holding the APAC Wind Energy Summit this month, from September 16-18, 2025 at the Melbourne Convention & Exhibition Centre in Australia. The GWEC Philippines team, alongside senior officials from the Department of Energy Philippines, the Energy Regulatory Commission (ERC) Philippines, and the Philippine Board of Investments (BOI), will address strategies to advance wind energy development in the Asia-Pacific region. Tickets are available at https://www.apacsummit2025.com.au/registration-overview.
