Marcos Secures Japanese Backing for Smokey Mountain WtE Facility

President Ferdinand R. Marcos Jr. announced a new partnership with Japan’s Kanadevia Corporation for a landmark Waste-to-Energy (WtE) project in Manila. He describes it as a key initiative to tackle urban waste, boost clean energy, and create local jobs.
The President made the announcement during the second day of his working visit to Osaka, Japan, where he met with Kanadevia executives to discuss the company’s investment plan. The project will be undertaken in partnership with Philippine Ecology Systems Corporation (PhilEco), a local firm specializing in integrated solid waste management and disposal facilities.
“I’m pleased to share that we are working with Japan’s Kanadevia Corporation on a landmark Waste-to-Energy project for Manila,” President Marcos said in a social media post. “This initiative will turn thousands of tons of waste into clean energy, reduce flooding, create jobs and help clean up communities.”
The planned facility will be located at Smokey Mountain in Manila, which is a former landfill site. It is envisioned as a strategic infrastructure project that addresses several national goals such as: improved waste disposal, enhanced energy generation, job creation, foreign investment, and long-term environmental sustainability.
Kanadevia Corporation, based in Osaka, is known for its advanced environmental systems. This includes technologies for converting waste into energy, seawater desalination, and wastewater treatment. It will serve as the Japanese proponent, co-investor, and technology provider for the Manila project.
In addition to the WtE initiative, President Marcos also met with leaders of Tsuneishi Shipbuilding Co., Ltd., which is a global shipbuilding company with operations in the Philippines, Japan, and China. The firm is now entering the fifth phase of expansion for its shipyard in Balamban, Cebu, with fresh investments in capital equipment and research and development.
